David Morganstein, MA, is a senior statistician who specialises in the design and application of surveys and systems of evaluation, quality control, statistical analysis, and estimation. He directs a staff of more than 60 statisticians. Mr. Morganstein has worked with more than 50 organisations around the world in the teaching and use of statistical methods for quality assurance and improvement.
Mr. Morganstein leads research and development tasks aimed at improving or enhancing Westat's survey and census projects. He has developed best practices for several key survey processes. Mr. Morganstein is also a quality assurance officer for projects for the National Health and Environmental Effects Research Laboratory at the United States Environmental Protection Agency.
Mr. Morganstein is a Fellow of the prestigious American Statistical Association where he served as Treasurer and member of its Board of Directors, as well as a member of several committees. He is also an elected member of the International Statistical Institute and currently serves as Chair of its Ethics Committee.
Mr. Morganstein is an instructor in the Joint Programme in Survey Methodology, the oldest and largest programme in the United States offering graduate training in the principles and practices of survey research. The programme has more than 160 graduates working in government agencies, academic settings, and private survey research firms. Its award-winning faculty is drawn from the University of Maryland, the University of Michigan, Westat, and other organisations.
Mr. Morganstein received a BS in electrical engineering from Purdue and an MA in statistics from the University of Michigan.
